Strategy work for preventing homelessness in the participant cities

The aim of the project is to set up municipal strategies for preventing homelessness in the participant cities. The strategy process in the cities will be implemented in cooperation with multisectoral metwork and experts through experience. The experts through experience will make their own expertise as part of the development of the service processes, which helps to ensure that the customer perspective is considered in all stages of the strategy process. The aim is that including the experts through experience in the project will have an impact on the end result of the strategy process and on the inclusive experiences of the experts through experience. This development process will be monitored in the project. The challenges and best practices involving the use of experts through experience will also be monitored and reports on them compiled.

At national level, there will be extensive network cooperation aimed at developing and disseminating practices for dealing with homelessness and promotion of the testing of innovative operating models. The operating models are based on the "housing first” principle initiated as part of the PAAVO programmes aimed at reducing long-term homelessness in which ensuring housing is seen as the prerequisite for initiating a comprehensive rehabilitation process, better inclusion and life management and the journey towards employment. The project's key impact in the short-term is a reduction in homelessness. 

Creating municipal strategies

Establishing a strategy for preventing homelessness that should take root in municipalities is the main aim of the project. Each municipality will set up a multidisciplinary working group/network in which all local-level parties relevant to preventing homelessness are represented.

The composition of the working groups is based on the networks established during the PAAVO programmes. The task of the working groups is to prepare a prevention strategy. This is an interactive process in which the parties will agree on a joint development need and which spans administrative branches, service sectors, official positions and the customer-professional division. The process will be coordinated by a project coordinator in municipalities.

Themes of project

There is three themes in the project: Early Intervention, Social Inclusion and Supported Housing. The actions in the project are targeting to these themes:

Early Intervention

Housing social work and professional know-how of homelessness is increasing in municipalities. Toolbox of preventive actions is developed, for example forms, lowcharts and posters of social marketing.

Project organizes education and lectures to icrease social housing work in organisations, educational organisations and NGO´s. Infrmation about preventive homelessness actions is increasing. Different webtools are developed. The skills of housing for clients are increasing with help of courses and infos.

Social Inclusion

Expertising through experience is strenghtened and utilised in developing services. Job descriptions are piloted in municipalities. Experimental groups of social inclusion are piloted, for example describing pathways to homelessness and main risk. Enquirys are made in different events.

Multisectoral network in municipalities is activated to develope and plan services. Project offers diploma works, research and different project works to educational institutions. The management of municipalites will be committed to preventive homelessness actions.

Supported Housing

Supported housing at home is developed in municipalities. Clients meaningful daily life is developed with muoltisectoral network. Subletting is developed and piloted in municipalities for homeless people and people who are in thread for loosing apartment.
